The Steering Committee agreed that the Council must be seen to be totally independent, and for this reason an Appointments Committee of eminent individuals was set up to select twelve experts in particular fields of animal welfare to form the Council. These were chosen from a total of thirty-eight names put forward by the Steering Committee.

Professor Sam Ahmedzai
Professor of Palliative Medicine, University of Sheffield Medical School;  Director, Trent Palliative Care Centre; Honorary Consultant Physician in Palliative Medicine, Royal Hallamshire Hospital; Chairman, European Organisation for Research & Treatment of Cancer Study Group on Pain & Symptom Control & Association for Palliative  Medicine  Science Committee.  Has an interest in the role of animals in patient care.

Michael E Herrtage
Senior Lecturer in Small Animal Medicine and Deputy Head at the Department of Clinical Veterinary Medicine, University of Cambridge. Diplomate of both the European College of Veterinary Internal Medicine and the European College of Veterinary Diagnostic Imaging.

Dr James Kirkwood
Deputy Chairman of CAWC. Senior Veterinary Officer/Head of Veterinary Science Group, Zoological Society of London 1984-96. Visiting Professor, Royal Veterinary College. Currently Chief Executive/Scientific Director, Universities Federation for Animal Welfare and Humane Slaughter Association.

Professor David Lamb
Professor Lamb is a philosopher of science and a bioethicist.  He was Head of the Philosophy Department in Manchester and now is Reader in Bioethics for the University of Birmingham.  He teaches on the Veterinary Certificate in Animal Welfare, and was a founder member of the Animal Welfare: Science, Ethics and Law Veterinary Association (AWSELVA).  He also teaches on the PG Diploma in Companion Animal Behaviour Counselling at Southampton.  In addition, he is a keen owner and trainer of Newfoundland dogs, including working trails, dog dancing and obedience.

Chairman of Pet Advisory Committee, Member CIEH council: Ret'd Director of E.H. Ex WGAS employee.  Member of a wide variety of Scottish Office, BMA, BVA, LGA and CIEH Working Parties on animals.

Dr Anne McBride
Director Applied Animal Behaviour Unit, School of Psychology, Southampton University.  Practising Animal Behaviourist.  Deputy Chair of Pathway (Pets and Housing); co-founder of HOPE (homeless owners with pets); member of APBC, UKRCB, ESCVE, CABTSG, SCAS and ISAE.

Dr June McNicholas 
Dr McNicholas is a psychologist with a particular interest in animals and human health.  She was Waltham Research Fellow investigating the role of pets as providers of social support and has published widely on the human-animals relationship.  Dr McNicholas is a member of the CAWC working party on Companion Animals in Health and Social Care Institutions. 

Professor Daniel S Mills
Animal Behaviour Welfare and Cognition Group, Department of Biological Sciences, University of Lincoln.  Graduate of Bristol Veterinary School July 1970.  Interested in animal behaviour, cognition and welfare.  Professor Mills has published a book on Equine Behaviour, Principles and Practice (Blackwell Science, Oxford, 1999) and has published various scientific papers on aspects of behaviour and welfare, including dealing with behavioural abnormalities in horses and other companion animals.

Mr Mike Radford
Reader in Law, University of Aberdeen; author, ‘Animal Welfare Law in Britain’ (2001); Trustee: Dogs Trust, PDSA, UFAW, HSA; member of the RCVS Animal Welfare Science, Ethics and Law Board.

Mr Peter Scott
RCVS Specialist in fish health and production, RCVS specialist in zoo and wildlife  medicine. Ex-president British Veterinary Zoological Society. Head of team to review Secretary of State's standards for modern zoo practice on the behalf of the DETR. Currently in specialist consultancy practice.

Lord Soulsby
Graduate, Royal (Dick) School of Veterinary Studies (1948).  General Practice in Penrith, Cumbria.  PhD Edinburgh.  Positions in Universities of Bristol, Cambridge, Pennsylvania.  Professor of Animal Pathology and Dean, Veterinary Faculty, University of Cambridge 1978-1992.  Past President RCVS, Royal Society of Medicine.  President, Royal Institute of Public Health; President, Parliamentary and Scientific Committee. 

Professor Sir Colin Spedding CBE
Adviser to CAWC.  Retired as Pro-Vice-Chancellor and Director of the Centre for Agricultural Strategy (CAS) in 1990 from the University of Reading.  He chaired the Farm Animal Welfare Council (FAWC) from 1988-1998.  Currently Member of the People's Dispensary for Sick Animals (PDSA) Council of Management (he was Deputy Chairman 1996-2003).

Mr Bill Swann
More than 20 years as a practising veterinary surgeon.  Head of Veterinary Division and Campaigns Advisor, RSPCA.  His advice is sought by politicians, animal welfare organisations and government officials.  Currently International Director of a leading animal welfare charity and a Board member of WSPA.
